In the OT:
[Gen 7:11 KJV] 11 In the six hundredth year of Noah's life, in the second month, the seventeenth day of the month, the same day were all the fountains of the great deep broken up, and the windows of heaven were opened.
[Gen 8:2 KJV] 2 The fountains also of the deep and the windows of heaven were stopped, and the rain from heaven was restrained;
[Job 38:30 KJV] 30 The waters are hid as [with] a stone, and the face of the deep is frozen.
[Psa 104:6 KJV] 6 Thou coveredst it with the deep as [with] a garment: the waters stood above the mountains.
[Psa 135:6 KJV] 6 Whatsoever the LORD pleased, [that] did he in heaven, and in earth, in the seas, and all deep places.
[Pro 8:28 KJV] 28 When he established the clouds above: when he strengthened the fountains of the deep:
[Isa 51:10 KJV] 10 [Art] thou not it which hath dried the sea, the waters of the great deep; that hath made the depths of the sea a way for the ransomed to pass over?
God is the all wise, all knowing Creator. He knows why He designed things the way He did. We with our finite minds will always be speculating so as to understand Him.
