This is a messianic psalm by David.
[Psa 2:1-12 ESV] 1 Why do the nations rage and the peoples plot in vain?
People are silly sometimes, always getting angry about something or always scheming to get something they want.
2 The kings of the earth set themselves, and the rulers take counsel together, against the LORD and against his Anointed, saying,
3 "Let us burst their bonds apart and cast away their cords from us."
Kings seem reluctant to admit that there is someone greater than themselves. They believe that projects weakness.
4 He who sits in the heavens laughs; the Lord holds them in derision.
Meanwhile God wonders where they get their arrogance. He is the Creator and they, even kings, are the created.
5 Then he will speak to them in his wrath, and terrify them in his fury, saying,
They will realize the errors in their thinking one day.
6 "As for me, I have set my King on Zion, my holy hill."
Jesus recognizes His Father as King.
7 I will tell of the decree: The LORD said to me, "You are my Son; today I have begotten you.
He lines up under submission to His Father.
8 Ask of me, and I will make the nations your heritage, and the ends of the earth your possession.
This is a prophecy that has yet to happen but one day Jesus will rule the world.
9 You shall break them with a rod of iron and dash them in pieces like a potter's vessel."
He will defeat His enemies.
10 Now therefore, O kings, be wise; be warned, O rulers of the earth.
Leaders need to be especially cautious as others are influenced by them.
11 Serve the LORD with fear, and rejoice with trembling.
This is every believer's life purpose.
12 Kiss the Son, lest he be angry, and you perish in the way, for his wrath is quickly kindled. Blessed are all who take refuge in him.
If you love someone you "kiss" them, you care about them, you pursue a relationship with them. If you reject Him and His love for you, he is justified in being angry with you. So instead, choose Him and place your life in Him.
